Responsibilities:

• Coordinates activities with other departmental programs, outside agencies, and/or consultants (e.g., county coroner’s office, medical examiners (ME), law enforcement offices), using phone and email, to develop partnerships with data providers, establish data sharing agreements and procedures, and schedule data collection appointments and meetings.
  Conducts outreach to non-traditional public health partners to include district attorneys, police chiefs, and other potential data providers to convey benefits and specifics of working with PAVDRS.
  Develops data-sharing partnerships with law enforcement and maintains working relationships through ongoing communication (email, phone, and in-person) and regular collection of case files.
  Requests, collects, reviews, and analyzes sensitive detailed violent death injury data (e.g., coroner/ME records, law enforcement reports, autopsy reports, and crime laboratory reports) submitted to PAVDRS from multiple counties to fulfil CDC data submission deliverables.
  Obtains, cleans, formats, and prepares electronic data files (e.g., death certificate data, coroner/ME record data, and law enforcement records) using SAS, Access, and Excel for upload into NVDRS web-based system.
  
  Codes, formats, edits, and enters data into web-based violent death database using national guidelines; retrieves data from electronic databases, public records, and other official sources to submit comprehensive violent death information to the CDC.
  
  Consults regularly with reporting sources, using phone, email, and in-person contacts, to facilitate data collection and improve data quality and quantity.
  Performs on-site visits to coroner/ME offices and law enforcement agencies throughout the state to abstract data from coroner/ME and law enforcement records; enters this information remotely into the web-based database to record details of violent death cases from each county or jurisdiction.
  Tabulates and analyzes data using standard and complex statistical measures, using Access, Excel, and SAS to determine appropriate statistical methods for specific data sets (e.g., calculations of rates; generation of projections and estimates; logistic regression and other multivariate regressions) to support dissemination of surveillance data.
  Provides statistical information and reports, using Excel, Word, and Power Point as needed for funding sources, PAVDRS Advisory Network, local data providers, state and federal agencies, and media.
  Coordinates data management and quality control of PAVDRS data to ensure program meets or exceeds CDC standards.
  
  Develops and implements a data quality assurance plan, policies, and procedures to maintain and preserve the quality, accuracy, integrity, and confidentiality of all hard-copy and electronic records.
  Works closely with management, technical staff, and data providers to enhance the data collection, capture, linkage, and overall efficacy of the PAVDRS.
  Provides recommendations to supervisor regarding methods to increase program efficiency and improve evaluation efforts.
  Reviews research and reports from the CDC and Violent Death Reporting Systems in other states.
  Coordinates efforts with investigators in other agencies such as the CDC, the Bureau of Epidemiology, and Bureau of Informatics and Information to improve data collection, timeliness of data submission, and to improve overall data quality.
  Responds to information requests, makes presentations, and communicates benefits of PAVDRS to Advisory Network, local and national professional organizations, relevant advocacy groups, and non-traditional health partners.
  Arranges meetings, web conferences, and telephone conference calls for PAVDRS Advisory Network and data providers as necessary.
  Develops, negotiates, and prepares work statements and budgets for contracts and/or statements of work that support PAVDRS.
  Monitors contractor performance through the review of periodic reports to analyze the extent the contracted provider has met the terms of the contract; recommends approval of invoices based on successful completion of services outlined in the contract.
  Analyzes state legislative initiatives and makes recommendations for initiatives to address critical injury issues related to PAVDRS.
  Performs other related duties as assigned.

• Requirements:
• A bachelor's degree and one year of professional public health, health, law enforcement, criminal justice, data analysis, social science, or related experience;or A bachelor's degree and one year of professional experience in the development or evaluation of grants, contracts or programs for the provision of social, criminal justice, or health related services;or An associate's degree in allied health or social science and three years of professional experience in the development or evaluation of grants, contracts or programs for the provision of social, criminal justice, or health related services;or Five years of professional experience in the development or evaluation of grants, contracts or programs for the provision of social, criminal justice, or health related services; or A master's degree in public health, health services administration, health care administration, health education, public health administration, public administration, nursing, epidemiology, social work, business administration, criminal justice, applied statistics, data analytics, or education.

Role Description: 

• Provides project management services and technical assistance.
• Provides technical assistance to support a variety of data providers (law enforcement, coroners, and medical     examiners) and their respective data submission processes.
• Manages the day-to-day operational and tactical aspects of multiple projects.
• Manages resource allocations and project deliverables.
• Consults and reviews with management project proposals to determine time frame, funding limitations, procedures for accomplishing the project, staffing requirements, and allotment of available resources to various phases of the project.
• Identifies opportunities for process improvements.
• Work cross-functionally to solve problems and implement changes.
• Remains current with new technology and industry best practices through training, networking, and personal initiative.
• Performs research through direct contact or by electronic means.
• Analyzes a variety of material and data and develop conclusions.
